Any territorial agent is likely to one day be exposed to a risk of corruption. Whatever his missions, he may find himself in difficulty when faced with an invitation made to him or because he takes part in a decision involving one of his relatives or because he must advise an elected official on a sensitive decision.
Local authorities exercise multiple competences and they are in contact with various audiences: companies, associations, users, other communities, administrations, etc. They assume a significant part of public procurement in France. They lead policies which have direct consequences on the lives of the inhabitants and on the local economic fabric.
For these various reasons, they are also exposed to the risk of breaches of probity.
Produced by the CNFPT and the French Anti-Corruption Agency, this online course deals with all breaches of probity: corruption, favoritism, embezzlement of public funds, embezzlement, illegal taking of interests or trading in influence. It details the situations that give rise to these risks in local public management. It presents the measures that local authorities can take to anticipate and prevent these risks. It also includes awareness modules for local officials. He gives them the keys to react in an appropriate way if they were called upon or witnesses. It is based on concrete cases.
Accessible without any particular technical prerequisite, this course also benefits from the insight of many institutional stakeholders (French Anti-Corruption Agency, High Authority for the Transparency of Public Life, Defender of Rights, National Financial Prosecutor's Office, European Commission, etc.), local officials. and researchers. It also draws on the experience of great witnesses.
