The Global Forum on Transparency and Exchange of Information for Tax Purposes (Global Forum) has worked since 2014 to support its members in implementing the Automatic Exchange of Information Standard developed by the OECD (AEOI Standard). Ensuring compliance with the extensive confidentiality and information security management (ISM) requirements has been at the core of this process. Confidentiality laws and ISM good practices are already in place in most member jurisdictions, but many developing countries are still in the process of implementing or improving key elements of their ISM frameworks. The COVID-19 crisis has brought renewed attention to the role and importance of multilateral co-operation in fighting tax evasion and enhancing domestic revenue mobilisation. In line with its mandate to deliver these objectives, the Global Forum Secretariat has produced a Confidentiality and Information Security Management Toolkit. The toolkit is designed to ensure more developing countries can benefit from AEOI. It provides detailed guidance on implementing the building blocks of a legal and ISM framework that adheres to internationally recognised standards or best practices, as required by the AEOI Standard, and ensures the confidentiality of the exchanged information. The toolkit also provides guidance on establishing effective processes to address potential confidentiality breaches.
